holy crap there's just too much for me to continue lol, i went to staples to buy a web builder kit and the son-of-a-gun told me they dont sell those. im so confused now. i wanna make a web presence now. i need a dummies series book for this one

that IS a good idea. look in your local library.

good programs for site development:
microsoft frontpage- not the best but it gets thejob done
macromedia dreamweaver- excellent product I highly recommend.

You have plenty of options right online.
You could also look for a web host that offers a built in website tool in their control panel. This is an easy way to get something built in about 5 minutes, and doesnt require any HTML knowledge. Pre-designed themes are included so its very simple for the user.
There are also tons of sites that offer free templates and you can download those but you would need an HTML editor to "edit" those pages.
Something like these would work well:

http://www.editplus.com/ (favorite...not free, but reasonable)
And there are a ton of tutorial sites as others have mentioned.

look for a webhost that offers a site builder (most do).
Very easy to use and no HTML experience required.

I would suggest going to the library and borrow a html for beginners book. It would be very much help to you knowing the basics before going into the more complex things like server side scripting. Best of luck! :D
