The answer to your second two questsions are:
No the customers won't
and pwebtech.com is splashhost's upstream provider (I have an account with them so I know this)

I'm pretty sure they support ASP, but not 100%

There are no plans to to have apache asp installed on the server, unless someone know how stable etc it is?

Apache ASP is installed with Plesk PSA 2.0 - as PWebTech is the upstream provider and a Platinum Reseller Partner of Plesk you should be able to get Apache ASP.

ApacheASP (http://www.apache-asp.org/) is pretty easy to install and should work fine on both Plesk and CPanel servers. :)

You get 2 ips which you can use or you can use name based, you can buy 5 additional ips for $5/month.

If anybody has been looking at this, but isn't sure and has been looking over the forums for some testimonials, here is mine ;) :

I've been with splashhost for about two weeks, not much, but so far the service has been great. I haven't noticed any downtime, my support requests were pretty trivial, almost in an annoying sense, but there was no problem in getting a satisfactory answer almost right after I sent the message over ICQ =)

Not really much else to say, if you're looking at splashhost as a reseller or hosting option I definatley recommend them to you.

Just to let you know JSP is now installed, and you will be order at this price for another few days.

no, but why dont you get your own ssl certifcate from freessl.com?
