Do most of index sites ban submitted sites that use low ascii valued characters in the begining of their title description (so they can appear first on the lists) ?

Do most of them ignore this trick and DO place you first on their lists ?

Search engines and directories typically don't index alphabetically anyway, if those are what you mean by "index sites." Generally, though, use of such characters in a page title will negatively impact a page's ranking. Wouldn't get you banned (although it probably would keep you out of Yahoo) but it would do more harm than good.
