In conjunction with SpamHaus this sounds good, but is otherwise rediculous.. the government shouldn't be controlling the internet, they don't know the first thing about it..

i think the government should first perfect controlling the country before taking on the internet which is out of their league unless they are clinton who claims to have invented it :)
