Sure looks like it. I had a similar "spam attack" on one of my servers about three weeks ago through the FormMail.pl script.

If you are indeed using FormMail (.cgi or .pl), there is a new version that has just been released at Matt's Script Archive. It addresses the problem of spam being relayed throug YOUR installation of the script. It is an easy install and fixes the relay hole.
