No idea what that means though :) Something iana just up and decided to do for some reason. U mean a pure ownership transfer of the 1-char domain names is NOT allowed. But what proof is required to show that you bought the co.? Legal lawyer document?? My guess is that some people think the lower number of characters in a domain, the higher the value so, in theory, this would make single letter domains very valuable. So maybe the public interest was to avoid extorsion/overinflated prices?
