Working on a client project, I'm looking for a host with the following plan specs:

min. 30mb space, min. 3gb bandwidth, min. 5 pop mail accounts, min. 1 ftp, control panel, php4, min. 1 mysql DB, web stats, max. 6$/month=$72/year, annual payment, minimum downtime, reliable & time-proven service, excellent customer support

Please suggest any host except WorldzonePro as I already have them on my list.
