I don't know how to put the topic. but its a question on how to grade a host based on certain test on their website..

Like for example...

I did a test for Host A for Webtest, PING..

Webtest return everything ok and results in 0.5sec while PING returned 0 packet loss.

Host B, webtest return ok in 0.233sec while PING returned 80% packet loss.

So I do know Host A has a better connectivity than Host B, but any other can help me further evaluate these 2 hosts.

I'm using Alertsite.com to run both tests.

The best thing is current and past customer experiences.
Although "Pinging" helps to establish that a site is actually 'there' it is not a good indicator of connectivity.
You also would do well to use the search function on this board.
Or, just go ahead and ask, "Has anyone had experience with Host A and Host B?"
And, you're right, this is probably more of a General Web Hosting forum topic.
