Hi. I want pay for dedicated server buy they only accept Paypal payments, and my country and CC isn't accepted in Paypal. Is there any billing company, that could charge my CC and send payment to that Paypal account ??

The thing is, some providers accept credit cards but only have PayPal listed, because it's what they prefer. (IE, if they have a merchant account, or if they accept cheques.) If they're selling dedicated servers and do not accept credit cards, it might be something I'd be concerned about. They will be adding merchant account (with CC) soon ... as any other ;) Money order costs are something about 1/2 - 1/4 of all payment and it will be too pricey then.
