Hey. I had a personal domain I owned that was accessed by someones 'friend' - and that guy had the password to it nevertheless however hacking defines unauthorized access to ones site and this one actually deleted everything and then put the index page saying "--- you...Owned by ...." and indeed I even know this guy and his site as well (not in real life). I haven't acced cpanel etc on the site he hacked and dont plan to so the logs can be retried and IPs as well. I'd like to report this and is there anywhere online which I can do so who would take legal measures to track this guy down? Isn't this kind of thing a big 'crime'. Any comments or suggestions where I can notify his local authorities would be appreciated

Well, I'd first report it to your host. If any financial damage was done, I'd report it to the FBI.

Report all hacking to your upstream provider.
Make sure they are aware so they dont think its you doing the hacking.

It would not be a good idea to have your provider thinking your some 31337 hax0r :D
Just make sure every party is aware of it...

Reporting it to www.zone-h.org might help other hosts/server admins also.

You cannot report it to the FBI unless $50,000 USD or more in damages were caused. Report it to your upstream provider and ask for guidance from them. :)

Just as everyone has stated, notify your upstream providor of this incident. They should do something about this.
