Hi

I know Adobe Pagemaker is able to do this, but right now I dont have 500 dollars to spend.

Does anyone know any free software that can be used for that and are pretty good for it or any other software that is not so expensive.

I have photoshop but dont want to make menus in that just dont wokr like I want it too...

Can you give one example of the kind of menus you are wanting to make?

I guess you are after some wild design and you say the photoshop isn't working for you, hm, tough business

maybe if you shared with us what you were trying to do we might help

You can place a image anywhere in ms word.

They are adjusted by line breaks not pixels. The best option is Microsoft Publisher

I not check Microsoft Publisher yet, will check it

I highly recommend Microsoft Publisher. . . i used it to make a newsletter for my project and it worked fine. :)
