This is a pretty simple question I should know the answer to. One of the small partitions on my server is 100% full and causing cpanel to stop functioning. Does anyone know what common directories might be associated with this partition so I can try to clear room?

That is your root directory and your whole system is below it.
What you could do, is get a 2nd hard drive installed and mount it as /home (after you move the existing /home tree there). That should free-up a significant amount of space and give CPanel a place to install new accounts.

Thanks for your help but the /home directory and actually every other partition has plenty of space. It is only this small partition that is full.

I think you have a real problem on your hands. Do you have a lot of files in the /root directory? That's the only place I can think of where you could safely remove files without affecting your system. /etc /bin /sbin /dev and /opt are also part of the root directory but you have system files in there that you shouldn't mess with unless you really know what you are doing.
If you don't have a lot of stuff in /root that you can move or delete, you are going to be stuck repartitioning, which can't be done on the root partition on a live system.

Ok thank you so much for your help. I am contacting my server provider because I do not want to screw anything up. Looks like they didn't do the best of job when partitioning the disk.
