Do you need Microsoft's SPLA to resell windows hosting with Plesk?

and you must be a Microsoft Certified Partner with 2+ MCPs on site, right?
It seems there is no way to provide windows hosting without these requirements. How can a small provider offer Windows services?

Talk to MS, I'm shure they can help you anyway with SPLA.
