I am looking for these free, customizable scripts, that our web gal can copy,customize, & paste..
ALSO - Is remotly hosted better??
WE NEED... (NO ADS WITH THESE SERVICES EITHER)
*An opt-in Newsletter Box - that is an easy to use service for our mailing list..
*A way for us to "make & edit" ads ... - Again easy for us too use, as there will be people doing updates that are not all that website savy :) So we can sell add space on our site..
*We need an Awesome Tell-A -Friend script
*We are looking for a web based WYSIWYG editor and CONTENT MANAGER this way we can go ahead & add articles, post specials, change pictures, etc..

Noah's classifieds is a good ads script...
For an ONLINE WYSIWYG editor.. you would need some cash probably...

If it is a content management system you are looking for I would suggest PostNuke. It could easily do all you are asking and much more. It is also Open Source software (free) with a great support community. It utilizes PHP and MySQL and runs quite efficiently so most web hosts today should be able to host it for you.
I should add that they have a Classified Ads modules, a Banner rotation module for your advertisers (very easy to manage) and all of the administration is done with a graphical control panel making it simple to use. You can set up permissions for your staff to have administration control over whatever areas you like.
I've used them for sometime now and it is a great piece of software.

If your looking for something community based, go PHP Nuke.. otherwise I would look at Mambo from mamboserver.com
There are a number of programmers on Mambo's forums that could convert your current site design to a Mambo template from $150.
Its a very nice little CMS and has all the features you need.

Moved to software.
For CMS I like Mambo Server. Like marinedog suggeste check hotscripts.com.
I would not use remote hosted unless you have to. That way you have complete control and no ads or links. Most CPanel hosting compaines offer Fantastico now which will install most of your requested software.

can you edit & add things using WYSIWYG with PHNuke?
I'm sorry - it is just that various people will be updating that do not have an inkling about HTML, etc. :)
