Well, that is actually a lot of work. It is called for a lot of work. Os there any reason why you don't use phpbb, or invision board?

If there's too many features they are both able to be stripped of features. Which I can do. Because reinventing the wheel is.. redundantly old.

If you know a base from you like we can add-on and tear-off things you want. Altough we will probably be the cheapest you find, because building forums is a lot of work for them to be... near nice.

How many custom ones? I mean it's expensive for a literal forum. Wonder why you don't see them often? Well you do, but not for building jobs.. there's bugs, upgrades, etc.

Albus, custom board which has the same functionality as IPB or phpBB will cost you arm and legs trust me. It takes a lot of work, a lot of people, a lot of money, and a lot of time just to build it.
