what is the purpose of encoding ip's? They are so easy to find the ip from.

But most people who receive spam have no idea of the intricacies of such things -- as evidenced by the fact that right here in this forum are people involved in web hosting who didn't know!
Spammers obscure their IPs because it makes it a little more difficult to find them. Fortunately, though, that's becoming less true all the time.
