Godaddy.com offers such service; but you cant be sure that you will get the domain you want;

Anyway I dont like this lottery system they are going to implement nor the new top level domains choosen;

I actually think .biz and .info are pretty decent domains. It's disappointing though that .web was rejected. I do however agree the lottery system for the domains is one of the most stupid things I've ever heard of. I think if anything it should be based on a high bidding system.

To answer your question mattan, all ICANN accredited registrars provide pre .biz and .info registrations. Goto http://www.icann.org/registrars/accredited-list.html for a list of these registrars.
