I am in need of a good design for a site i am working on. All would need is a single page designwith,at most, 2 simple images.(more if you are willing :D)

It will be a portal type site offering promotional services to a niche market.

The cheaper the better (preferably free) I could pay for it with hosting, or promotion, or something that does not involve the transfer of $$$

It depends on what your needs are. I can offer you adspace on my site, text links, and i could probably do a decent job of refering customers to your low level hosting service. Tell me what would work best for you or what you think is fair pay for a single page design.
