Steve (the designer) has done sites for many different people/companies. His main focus is usually on gaming squads / sites and this is a new venture for him since he always hosted the other sites, but its very possible that the basics of the site were used for an MP3 site before. He's actually coming up with another design for CivicHost that he feels will give an even more professional feel.
A web design is never perfect ;)
