I am planning to launch my soccer site soon, but webhosting is causing me a mean headache:(

I have already registered my domain for 2 years.

I need the following:

1-CGI,SSL,perl5 cuz i have lots of cgi polls, chat ,and messageboard to install and I want them on my server and not remotely hosted.

2-at least 75 Mb space

3-excellent up-time

4-not more than 5$ per month

I was about to sign-up with hostonce.com but I read some people posting warning about them.

can you please suggest me a wothry and trusted service offering my needs for such low price?

i have domain registered at dotster.com and i wuill use one of them to host my future site, CGI-BIn is mandatory for me:)
