What's *.cc

What does the cc stand for in that new domain ending?

Does it have to be there>?

If one registers a domain like xxx.co.uk or xxx.at

do the servers for those domains have to be in the countries indicated by the ending? So do all .co.uk domains have to be located on servers in the UK?

No, certainly not. However, some countries require local presence in order to be able to register a domain (France, Spain, Italy among some others).

for the *.cc I meant the general domain ending provided by, e.g. Network Solutions which are:

*.cc (what's this?) *.com (commercial) *.net (network?)
*.org (often non-profit) *.tv (connected to TV) etc

You can make it stand for whatever you want, but like Thomas said it really stands for Cocos Islands, just like .tv stands for Tuvalu (not television, lol), and .to stands for Tonga.

And .at is the tld for Austria.
