Ok,

I need a control panel which will autobill Paypal users as well as credit card orders via our merchant account.

It also has to be able to work with our site so people can order packages straight from the site by clicking an Order Now link or something of the kind.
So API and a database backend or something of the sort.

Which control panel can do this?

We'd like it fully automated so we dont have to hire another billing manager.
