If you want to send it to an IP of a machine over the internet then you should look at a couple of different software packages. There is one called IP Messenger - if I remember correctly this came with a trail version. Give it a play and also have a read on it, might give you a better idea how this all works. Chris PS: This seems to be the new way of spamming windows desktop users (ones running xp, 2000 and nt).
