eh, that's like half a website. A drop down menu? that would most likely need to be DHTML, all in all, it's not really a 10 minute job, you might need to offer somebody something for their time.

What part exactly are you stuck with?

I would never suggest this, but the quickest way is to use something like Frontpage or Dreamweaver to setup the layout (I know that Frontpage has a wizard for frames) and then just view source.
