The software is called BlazeBoard v0.98. Looks like a better free alternative to phpBB and a free alternative to vBulletin.

Its okay for smaller sites, but once you have lots of surfers on the board at the same time, its a CPU hog ...and i'm saying that from personal experience. :D

It is good though for smaller sites requirming to more than 20people at a time. I like it because it has for mods then v bulletin...at least from what I can find.

Dont go with any cgi boards or and cgi scripts it you can help it. CGI is a cpu hog^_^

I would use blaze board for small sites and then uprade to something a little better once you out grow it.
