Hey i wanted to know what kind of specs i would need to setup a file server at like FDC or something cheap ( in price ). Like i was thinking that a p 500 with 128 mb ram would work well.
Well i dont know if i will use this computer to serve off i realize that it is a very low end pc but its just for personal use.

File Server, probably you would need a FTP Server. if you are the only doing the upload and downloading then the specification seems fine if you use linux. You could probably strip it down to the bare essentials.
If you expect more than yourself than file transfers can be quite intensive if you have over 20 simultaneous users.
Use Pure-FTP as it has a smaller footprint.

For personal use, those specs should be fine for Linux. Probably okay for Windows, but maybe 192 for some breathing room. Depending on your needs, it may be better to go with static IP broadband.

Put in more RAM, it needs RAM though.
If it's just housing some files, it doesn't need to be very fast. However, if it's going to be busy, you should consider beefing up the RAM -- Linux will cache frequently-used files in RAM, bypassing the disk entirely.
BTW, if you're hosting it at FDC... You might want to consider a dedicated box instead of colo -- same monthly cost, although you'll pay a setup fee.

Hmm so With FDC do i just pay the setup fee and then get a bandwidth plan? or is there like an extra 100$ a month for renting the server + bandwidth plan.

For FDC, the only monthly reoccurring fees are the bandwidth fees. For a dedicated server, you pay the setup + bandwidth charge upfront, but after that initial month, you only pay the bandwidth charge for whatever plan you choose.
