I want to ban several IPs as well as a subnet, where is the hosts.deny file and what is the format that i need to ad things in?

I'm running redhat 6.2 with cpanel and whm.

hosts.allow and hosts.deny are both in /etc/ on the server. You can do a man hosts.allow or man hosts.deny for detailed information.

This will only work will services managed by inetd or with ipchains. I suggest running ipchains if you want to block access to all services on the server.
