A city official should have the ability to make a judgement call on what truly violates regulations.
Children this age should be encouraged to take on this type of venture instead of being discouraged.

It kind of sours the deal that they were selling cans of coke, bottles of water, etc though - it's probably fair enough the more I think about it (but pretty ruthless all the same).
