My default timeout for FTP's and other things is 5 minutes. I find that such a low limit can be annoying. I am disconnected if remaining idle for a short time.

Is there a security risk to increasing the limit to 1 hour? Are there other reasons to stick to a low timeout limit? What value is your timeout set to?

You can safely setup your timeout just as high as you want. Although, if your FTP service gets busy and slows your system because you have 300 active connections you might want to set you timeout lower.

Exactly where do you change this on the RaQ. proftpd.conf?
