I have a psa 1.31 machine

On plesk it is possible to create password protected folders through the control panel , Everything on panel works fine but the directory does not become protected until apache is restarted

If apache restarts all works fine. otherswise not, In short it takes restart of the web server to get it active,

Why is this happening.
