I want to have a form on my web site so they can go to my site to retrieve there email. something like neomail or webmail. the only thing i have seen will bring up anyone's email as long as their email address has the same domain name.

You can use Apache, PHP, and MySQL with several freeware programs. I believe the information is at PHP's site.

Tacked down the actual program's name... IMP and Horde. One is the backend engine and the other is the Web GUI.
