If you buy a SSL certificate and install it on your server (using your primary hosting site as the installation domain name), can you then access your WHM and Cpanel securley via https://youripaddress.com/WHM?

Also, will any sites that share your main IP address also have secure access to their control panel on the web; https://clientsdomain.com/cpanel?

The answer to question 1 is no. You need to use your domain that you purchase the SSL for. IF you use that, it works.

The answer to question 2 is no. They need to be using your domain ie. https://www.yourdomain.com/~username (if your SSL is bought for www.yourdomain.com)

So is the norm for clients' sites not to install SSL - unless they request it at which point it can be installed for a charge?

Yes. Most client sites do not come with their own SSL, unless they specifically need it (most don't). Then they can buy it and you install it for them (using a dedicated ip)

you can of course provided shared SSL i..e https://www.yourdomain.com/~username/ personally I don't see a value in that. if they need a SSL cert, there's no reason not to pay 25 for one.
