Hello all,

Ok what is going on with the following?

Copying a site from CPANEL server to another CPANEL server via the destination's WHM, and getting the following error:

"Cant connect to ip to ftp access"

Does shell have to be enabled on either the source or destination? Any ideas if this is the problem?

No, shell access does not need to be enabled. You simply need the domain/IP, username and password of the account.

It sounds like:
a) the server is down
b) you are using the domain name to connect, and the DNS settings are incorrect

Try using an IP address instead of the domain name if that's the case. Good luck!
