I'm new to irc and i was wondering how i can make it so when the channel is empty and someone else joins but me, they are not admin, i mean register a channel to me

you have to contact the owner of the site and ask to register a channel for you.

most servers allow you to register the channel using chanserv
but a few such as undernet require around 6 -10 active users for you to register it or you can use a bot and make it autoop you when you come in and keep the bot opped

/chanserv , /help , /nickserv

are probably all you need

If they have those services

Otherwise go check out #help or something of the sort, maybe #lobby

It would help if you posted which network you are talking about, is0lized.

you could always try

/msg chanserv register #channel password email description

Actually, that command does nothing as it is not a proper MODE change.

What he meant was: /mode #channel +b *!*@*

that command sets channel mode +b *!*@*, which bans everyone.
