Here's an interesting question:

Why would somebody want 100 domains hosted with the stiplulation that they all had unique, non sequential IP addresses?

I had a request like this today froma potential customer and its very difficult to get that number of IP's that are not in a block.

Sounds suspicious to me.
The only advantage of having non sequential IP's as far as I could see would be to stop someone connecting the sites if they did an RDNS on the IP's either side of one of them.

What other purpose could this be for?I have tried asking them ,but no response so far.

Give a 100 sequestial IP's and say that was what the randomizer pulled up it was just very unforetuneate for the end user.

maybe he wants to replicate info and not have some one turn him on on search engines for spamming
harder to track with random ip
