I have a customer who just decided to change their domain. Is there anyway to change this in CPanel. Right now I just added a domain pointer, but don't know what the issues will be. He wants to delete the old domain.

Do I need to recreate a new account and move everything? Or can I just park the new domain and delete the old.

In WHM go to modify account, select the account, put new domain in the place where old one is and save. That should add a dns zone and change the httpd.conf virtualhost entry for the account.
