i'm looking for small server (i guess about 600MHZ, 128mb ram. and 10GB IDE) and low traffic (about 25-50) and quick network (i don't want it to be slow like the one some may offer ;) ) and the most important thing is the price, i want less then 60$ if it possible (and i guess it can) another thing i want is full control over the server (and i want linux server)

You wont find it cheaper than that

$60 is about as cheap as you will get, once it gets below $50 you lose all support, and get an unreliable network.

look in nocster "closeout servers"

Contact a Nocster reseller and you can get a server for as cheap as $39.95 most likely :)

Perhaps a virtual server is right for you. Linode (http://www.linode.com/) and Bytemark (http://www.bytemark.co.uk/) are both proficient providers.

You'll find that hard to find under $100, forget anything lower...
