I need to find a company that sells UnMetered 10mbps dedicated servers which allows IRC. Non-Cogent, or cogent multi-homed with other providers.

I think FDCservers uses Yipes for their shell servers.

fdc uses cogent for irc servers.

The only real way you're going to get that is to purchase a dedicated 10mbit line and colo in a datacenter.

I think for the older Shell customers they used Yipes.
