I can move my eyes to look at each one individually and none appear to move at all.

There are a lot of things that can alter your perception with this type of illusion. For example, squint your eyes until it's a *little* bit fuzzy... most people will see them stop moving. There are several other things to try as well:

Put on someone elses glasses.
Look at it with one eye closed.
Focus on one of them without moving your eyes...

The last one should make them come to an almost complete stop. So anyone that wears glasses, has uncommonly steady eyes, see's out of one eye better then the other, etc. may see it move slower or faster or even not at all :).

Seen that before, but remember not everyone can see optical illusions like the moving circles in the original post.

It has alot to-do with your eyesight and how your brain reacts to your vision.

It's a bit like Governments ... they look like there's some movement but actually there not moving at all. :D
