I notice in my cpanel that i have the option of squirrel mail and horde as far as my default web based email client. i am thinking of starting a very low key public web based and pop/smtp offered services but with a "signup process" do either one of these come with sign up process for public access ?

I don't think either of them have one. An easy way to do it would to just write your own and store all the user info into a mysql db and have the mail server auth against it.
