Has anyone offered Reseller plans off of their raq, and if so how?

Well, there certainly isn't an easy web interface that would allow this (out of the box). A less sophisticated method of a reseller area with forms (add/delete a site, etc.) would do. I have one reseller who just emails me when she needs something. Seems to work out fine though I'm sure something more automatic would be better for both of us.
