Anyone knows how I can identify who owned a specific IP block ?
How do I do it ?

Just enter the IP at:
http://www.arin.net/whois/

For european IPs you can query RIPE:
http://www.demon.net/external/

If you know that there is a web server on a particular IP address within a block, you can use the Netcraft server survey -- http://www.netcraft.com . Click on 'what's that site running' in the upper-left-hand corner, and then type in the hostname.

Is it possible for me to trace for whom a reseller is reselling for?
Perhaps, the reseller's host is getting a ded. server from a company. Anyway I can identify the url of the reseller's host site?

Yes, go to www.domainwhitepages.com . It gives you akmost everything you may possibly want to know about a domain.

Hello

I strongly suggest VisualRoute. It even shows the path on a map and finds the route to host and all IP block owners in your path.

Try it and you will accept that it is one of the good ones.

You could traceroute the server.

From UNIX, use: traceroute server.com
In Windows, use: tracert server.com

because nothing is "the best" its all a matter of personal opinion and self experiences, "you" may think its the best... god knows what everyone else thinks!.

ive seen others on par and do agree with you its good, but stilll, everyone to themselves...
