I am looking for a good / cheap host that will offer the following features:

400mbs
15+gb transfer
credit card processing
real audio and video
password protected dir/ htaccess
asp/php/perl/cgi
about 200 pop mail addresses

i am currently looking at a verio package that cost $200+ a month

any suggestions for other companies???

Before I get started let me just say that I never hosted with any of these guys, so I don't know how good their support or their network is, but they meet the criteria you wanted and they are all cheaper than the $200 package you are looking at.
