Does anyone know of a control panel that's easy to use and free?

It doesn't have to be full featured---it just has to be easy for a non-computer expert to add user accounts, virtual hosts in Apache, domain records in BIND, and e-mail forwards/aliases.

We've tried webmin, but the other (non-computer expert) admin finds it too complicated. (Hmm, maybe if I make an HTML page that links to only the parts of webmin that he needs for the above mentioned functionality he'd be able to use it easily?)

Oh yeah, there's another reason that Webmin is inadequate that I forgot about: There's no end-user control panel. That is, if I setup a site for someone else on my server, he doesn't get his own control panel to change his mail forwarding, setup autoresponders, etc.

Acually, I heard of people that did this, they just made user accounts with access to that specific part.
