Basically i am looking to find an nt reseller, or affiliate program

what i need is

Control over account (i.e if they dont pay then i can terminate)
fee per account (that i quite low)

Win2k hosting where i can pay for extras i.e

MS SQL databases
1 - £5 a year
5 - £10 a year
over 5 - £20 a year

you get the idea

any companies that provide this kinda service?

You might want to try cj.com for an affiliate program. Last I checked I think they had about 30 web hosts for affiliation. I think some might have recurring commision, ie someone you referd kept paying.
