For banner ad agencies, the best I can really say would be cj.com. Also as posted above, adcycle. I use that and have been happy with it. Low resources and serves great.

Is there minimum amout of hits your need to use cj.com?

All the others seem to want 15,000 hit per month before they will accept you, as mine is a new site i don't have that yet.

Though without a service in place, just a holding page i am getting 350+ hits per day and the domain has only been up 3 days.

CJ isnt a typical banner network. They dont pay on a CPM basis, and from the end of August they dont even offer pay per click campaigns. They only pay if you make a sale or deliver a lead to one of their clients. The minimum per lead is $0.30

you can get into CJ.com as long as you have fully functioning web site. With little traffic it would be difficult to make any money from CJ

You'd probably have more luck with www.clickxchange.com at least they offer pay per click advertising.
