Beside put in hostname, username, password, and set as "normal" login type, there should be any other special configuration to it.

Are you 1000% possitive that you put...

Your IP address as "hostname"
username is correct
password is correct

Hostname 209.217.52.118

Before it can reach this part "username and password" connection refuse.

Ok, you are using RH 7.1, do the following

su root

login and type following:

/etc/rc.d/init.d/inetd restart

You might want to try this

/etc/rc.d/init.d/plesk restart

or

/usr/local/plesk/plesh.sh restart

Alright, email me, I may have to take a look at your system.

Check your email. Can anyone else help me with this problem?

I was bored and checked this thread. I have to wonder why everyone was suggesting all these various reasons, before even confirming that FTP was enabled or running on the system.

It seems that you are able to telnet/SSH into the system. Try "ps aux" and see if any FTP service is running. Check your server's logs to see if there's any messages about failed log in attempts. Check with your server administrator to see what FTP program the server is running. Is it the default FTP, Wu-FTP, NcFTP, ProFTP, or? Make sure it's running, of course.

Check your /etc/rc.d/init.d directory and see what services it lists there. Do you see anything like I mentioned above? Type "ls -lag /etc/rc.d/init.d" and post here the list of files. Also, try looking in the /etc/rc.d/rc3.d directory (run level 3) and see what's in there. Check the /etc/xinetd directory and see what files are listed there as well. You will get a better and faster answer, if you contact your provider, as they likely set up, installed or are familiar with what your server has enabled or running or not. Good luck.
