website-submission.com
About a month ago, I paid this company for a website submission service. They charged my credit card, but have not done anything.
They have not responded to two emails over the last two weeks.
What recourse do I have?

Send them another e-mail indicating that if they do not respond within 72 hours you will initiate a chargeback for their fee.
That should at least get their attention.

Heck, I'd do the chargeback THEN ask questions.

Most submission services are a scam. Unless they hand submit then you will get nothing but a bunch of spam from the so called directories. By signing up for these services most of the time you give them and whoever they submit your site to an OPT-IN ok. So those that want your personal information create one of those 100 thousand "search engine and directories."
I created this list awhile back and you can submit by hand I need to update alot of them since some links have been changed or they have been bought out but it should get you started. If you want the link PM me and I'll send it, not sure I can post it here.
They have a toll free number on their website. call them.

Thanks to all.
I sent an email asking for a response or I would initiate the chargeback in 72 hours. I got a same-day response for a full refund. So, as long as it goes through all is well.
I use worldsubmit.com for other domains and think they are terrific. They aren't the cheapest, but deliver that they promise.

My question is, how good PR does one get from this?
