I have this strange virus or worm type of thingy which i cannot remove from my system..

I get a security update or risk page whereever i try to visit a page. The website it refers to is

I cannot remove this link or its cookie from my windows based system. I had to format the drive in order to get rid of it but it still came back some how.

Does someone else have this problem also? or can someone tell me how to get rid of it?
