Hello,
I find this a bit insulting to me and many others. First of all, you are judging the many hosts that post on requests forum based on your experience with a few. Second of all, the requests forum is a good place for a new host to start off. With low budget, advertising can take a pretty hefty toll on your wallet.

In the interest of hijacking this thread...
I don't find a problem with the "Requests" forum. My problem is the type of requests that people make in there and the fact that a lot of people give them what they want. I guarantee you I could make a request in there right now for 2GB space and 20GB transfer and offer to pay $2 a month for it and someone would sign me up. The problem is that people are giving these type of accounts away and then of course you have all the support nightmares and problems that everyone posts in here about.
One forum (this one) tends to feed off the other (that one) :)

Just keep in mind that there will always be someone willing to offer you what you want for next to nothing. Usually, you won't be satisfied with the results. You're looking for quality hosting as you stated above. If you want quality, be prepared to pay pay a little more to a reputable company. There are plenty here, you just have to find them. Good luck in your search.

I agree quality may not come cheap however I disagree with akashik's comment about not being able to find it in the request forum.
Quality hosts offering quality service offer below market deals from time to time for a variety of reasons.
A higher price does not guarantee you quality you can get the same piss poor service out of a $2 hoe I mean host as you can get out of a $20 hoe damn host.
Quality merchandise are found on sale all the time. Quality is determined when you ask qualifying questions.
If you invest quality time in your search and ask qualifying questions you are likely to end up with a quality host.
If you leave your decision to the minds of a lessor standard than you get the quality of their experience which almost always began with a less than qualified query.
If you want a quality output then do quality research yourself and qualify your input!
That being said good luck with your research . . .
